Payroll Manager, Oaks, PA - $70-80K + bonus

Position Summary

This position is responsible for coordinating foreign payroll processing and payroll project manager for global payroll function.  The US payroll is processed internally using Infinium payroll software, which runs on an AS400 platform. The US payroll is currently processed entirely in-house including balance sheet accounting, month-end accounting close, multi state unemployment and tax filing, year-end reporting and payroll system implementation.  The foreign payroll is a combination of internally processed using the Infinium payroll software or using outside payroll vendors.

 

Working closely with the General Accounting, Business Managers & benefits specialists, this position will ensure that all payroll issues, liabilities and disbursements are properly addressed and recorded.  Responsibilities include, compliance with the Sarbanes Oxley internal controls, reconciliations of all payroll related accounts, troubleshooting, and project coordinator.

 

Other responsibilities include investigating, resolving and responding to employee inquiries, reviewing payroll tax returns, identifying process improvements, making recommendations for future processing needs, implementing new policies and procedures and leading in system upgrades and conversions.

EDUCATION/REQUIREMENTS:

POSITION RESPONSIBILITIES:

POSITION SUMMARY:

 

Responsible for the US/Canadian delegation accounting function and maintaining the accounting records for nine legal entities. Ensure accuracy, timeliness and integrity of the delegation's financial statements and management reports. Also responsible for preparing, budgeting and reporting on the delegation and shared service budgets. Direct and mentor a staff of four, managing day-to-day accounting operations while improving the delegation accounting procedures and departmental internal controls. Key liaison with business units coordinating and communicating with various US/Canadian financial personnel to ensure that intercompany charges and allocations are understood and accounted for. Administrator of the delegations Gelco Expenselink travel and entertainment system and JP Morgan Chase Procurement card program. Work very closely with delegation management team with opportunity to be involved in special projects from time to time, such as accounting for acquisitions and divestitures.

 

Responsible for analysis of account balances in the tens of millions of dollars.

 

Responsible for compiling, consolidating, reporting and allocating the delegation and shared service budgets totaling nearly $70M.

 

Responsible for a staff whose payroll dollars are approximately $200,000+.

 

Responsible for account analysis of high dollar (tens of millions) and high profile accounts, including health insurance reserves, deferred compensation, pension and post employment reserves. The analysis is used by management to support the decision making process with respect to the adequacy of reserves.

 

This position requires significant interaction with the business units and managers of Delegation Departments

 

The Financial Reporting responsibilities are extensive. Frequent changes occur in this area as new accounting pronouncements are issued in the U.S.. In addition, CSG frequently issues new guidance and changes the existing reporting structure (accounts and entities) in response to these changes. Meeting deadlines is critical in this area, and this is challenging given the complexity and the volume of data required.

 

 

PROBLEM SOLVING:

 

Account analyses and special projects typically require extensive research and superior problem solving skills. These decisions are typically governed by (1) SGC Accounting Policies; (2) US GAAP and (3) IFRS and CSG interpretation in Doctrine. Creativity is often required to design and implement a new policy for a new situation and develop policies and procedures to maintain data integrity and internal control.

 

KNOWLEDGE:

 

o BS. / B.A. in Accounting

Responsibilities
 

Plans, leads, executes and reports on operational, financial and third party audits, ensuring that the work performed is centered on the areas of most significant business risks, and provides adequate assurance to the Audit Committee of the AstraZeneca Board of Directors. Audits will focus primarily on the Discovery and Development area of the business.

Influences and advises both line managers and user staff in order to establish and maintain a satisfactory control environment including risk management and give feedback as appropriate.

Analyze data obtained for evidence of deficiencies in control, duplication of effort, fraud or lack of compliance with laws, governmental regulations, and management policies and procedures.

Plans and scopes audit activity, and develops audit programs to cover key areas of risk.

Leads audit close out meetings with auditees from various levels of management within the organization.

Operates within budgeted time/costs.

Qualifications
 

Bachelors degree (preferably in Finance, Accounting, or Business).
A good understanding of the principles of internal auditing, generally accepted accounting principles, and corporate governance.

Good understanding of the operations of a global company.
Excellent written and verbal communication skills.
A high level of interpersonal skills including tact necessary to obtain the cooperation of the auditees in completing assignments and to influence them to accept findings and recommendations.
Good analytical and judgmental capabilities, particularly with regard to the AstraZeneca Financial Control Framework and what controls you would reasonably expect to see in operation in a given set of circumstances.
Ability to work in a team environment as well as independently.

Preferred Background: Professional certification such as Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Management Accountant (CMA), Certified Fraud Examiner (CFE).
An accounting qualification or other professional competence relevant to 'internal controls'.
Exposure to Research & Development business area in Pharmaceutical industry or other Pharmaceutical experience.

Contacts/Customers:
This position requires interfaces with all levels of company personnel and outside vendors/contractors in a variety of settings: Corporate offices, manufacturing plants, third party locations etc. Interfaces are mainly cordial but professional skill and diplomacy are required to defuse confrontational situations when necessary. This is an important position within the department which requires good communication skills and interaction to ensure individual engagements are completed, department priorities are met, and staff resources are efficiently utilized.

Reporting Relationship:
Direct Reports - This is a development position for an experienced, professionally qualified individual acting as an individual contributor or one who supervises one or two auditors.

Indirect Reports - Senior auditor will supervise auditors on individual audits as the auditor in-charge of each project.
